When i add the panel localtime the time isn't correct but it is correct on profile, where it says localtime

I'm not sure but this is one of the things that was on the list of things to be added to 0.1.0. We want admins to be able to change the server time, so things don't look so weird. For instance, we're based in the UK but our server is in the US, so it looks - to a guest - like all the posts were made in the middle of the night (possibly by bats or owls or something). The change in that system might precipitate a fix to your problem.
